I apologize, I was incorrect. The grounded nuts are used on the standard model, and the custom model the headlight bucket is grounded through a female spade connector on the harness to a male spade connector on in the headlight bucket (rusted off in my picture below because I haven't restored this bike yet).
Here is a picture of the signal wiring from my '81 cb650c for reference:

I know you think you are past a wiring issue, and you may be, but just to be sure, please verify the following information.

There are 2 blue (and 2 orange) wires, one with a white stripe, one without. The one with the white stripe connects to the black wire with 2 bands on it (one blue one white, or one orange, one white). The wire without the stripe connects to the the black wire with the single band (either blue or orange, respectively) and to the double blue (and double orange) wire. The one(s) with the stripe connect to the front signals, on the running light filament of the bulb. The one(s) without the stripe connect to the front and rear signal filaments.

You are correct, the bulbs are grounded in the signal housing, which is grounded through spade connector in the headlight bucket, mentioned above. The bucket, and turn signal ears are isolated from chassis ground by the rubber insulators that mount them to the forks which is why this ground wire is needed.

I forgot to mention, but none of the CB650s I have had (2 '80 standards, '80 custom, '81 custom, and '82 standard) have the harness extender to the ignition switch. Maybe it was added to your bikes for a fairing or radio at some point?

Did you end up figuring this out? Having the same issue here, Have it hooked up right but My dummy lights are removed wondering if thats why, Will go through it again here, but let me know what happened with this.

I did get it working correctly, but I don't really know how. I removed all wiring and started over. After I hooked everything back together, everything worked. Must have been a poor contact somewhere, or something was shorting out. I did put a new electric flasher relay in and a new battery before everything was 100%. Thanks for everyone's help.
