The outside brush will wear more quickly because it's covering more linear distance; it's further from the center of the circle.

Got a replacement rotor that checks out at 4.9 ohms. When I got the bike the stator/rotor was removed. Confused about the grommet thats by the wires to the neutral & pressure switches. How does it fit - manual doesn't really show it?

Keep in mind, once you have a healthy rotor you will have to replace the recky/reg combo. A shorted or low ohm rotor will over tax the recky/reg and destroy it.
I keep rubbin it but it still looks broken.

For the location of the grommet, just look for the cutout at the inner side of the sprocket cover.
The RR may be damaged by a shorted rotor but often enough it survives. There is a test decribed on page 16-8 on the manual linked below.
