The CB650 needs the choke a quite long time and opening the throttle will often cause it stop running as long as its cold.
But in the video it seems like it is already warm, allright?
I guess that because I would be surprised if it would start cold without full choke. If it should be cold in your video anyway, it is very much too rich.
If not, first make sure whether it runs on all four by feeling on the pipes. Your idle rpm seem high and stable enough and from that range it should rev up without problems.
Carb synchronization is the last thing to do when everything else (ignition timing, valves adjustment, ...) is all right. You could have a look inside the carbs to verify that they optically close to about the same gap. That should be enough "synchonization" to rev up reasonably. The vacuum method you probably have in mind is fine tuning, it will not solve your more coarse problem.
Sound is not high quality (probably at least partly also due to my computer) but to my impression it anyway does not sound very "healthy".
