the bolt from the header mount at the head, yes; eight of them are sticking out from the head.

If there is enough left, one could try to turn it out with pliers. Before that, a single, tough, straight hit with a hammer may be helpful.
If the remaining part looks critically short, one could try to weld a nut on it to turn it out then. If it cracked directly at the head, one has to drill it out. One may consider to give it to an experienced shop for that.

OH! the question is not pulling it out; it has to do with welding , cause the screw sticks out of the head. i thought about using "jb weld" but most likely it will take it to an expert to weld it back; once i get it running.

You cannot weld a bolt with JBweld. This is just a brand name and has nothing to do with welding.
Even real welding a bolt at this critical position is not recommended as the heat will weaken it considerably.
The correct way is to turn it out and replace it. If it is no problem to turn it out, just be happy for this simple solution!
