motor swap?

will a motor from a 1981 cb750 fit a 1981 cb650 frame and carbs?

Nope. Not without frame alteration. Check sohc4.net forum, there were similar topics.
And how you expect to feed a bigger engine with carbs designed to feed a smaller one :wink: ?
