with that low of mileage, you know this bike did a lot of sitting. its an almost sure thing the carbs need to be rebuilt. First, Your not experienced in tuning these engins So do your self a HUGE favor and stick with the stock air box. If you put stacks on the bike, you will run into al sorts of problems. Best to get everything right first, then if you still want to go to stacks, do it when you know the bike is running...

Lota people use a lot of different ways. I used thinner with a handful of drywall screws. I shook and shook, then shook some more. I used a magnet to get all the screws out. I used the Cadwell tank sealer kit. Worked great for me- but don't believe the instructions... use the whole kit for one tank....

If the bike has only 13k on it, its certain it has done a lot of sitting. I would recommend you take off the tank, and remove the petcock. I am not fond of using a welding tip cleaner for clearing jets. It's not hard to make a #38 jet a #40 jet by sawing a tip cleaner thru the jet... But thats just me.
